Default how's he get this texture?

What technique is being used to go from the dark to light parts here?

One way is to change your brush setting from normal to dissolve.

    if i had to guess,....

start with a photoshop splatter brush, bring up scattering, bring up spacing, add noise, dot sparingly (in masks), occasionally rotate.

I used to put india ink on an old toothbrush and flick it onto the paper for a quick stipple/splatter effect.
...And then I brushed my teeth with it, because I was fucking hard core.
