I have seen fine art prints around, silkscreens, that give the look and effect of watercolour paintings.... does anyone know where, how, and what I need to do/have to be able to learn this technique.

There are filters in both PhotoShop and Painter that will do it for you.

Default Water color screenprints

These are often Monotypical Watercolor screenprints.
Shoot your screen to get an image on it.
Paint on the screen, thinly, with water color.
Let it dry.
Flood the screen with waterbased base.
Let the base reactivate the watercolor.
Print.
You now have a water color screenprint.
Print fast and you might get more than one.

It's a little bit obscure of a techinque, but you can get some great effects.
Granted it's only good for a couple of prints.

One can also get washy effect through the Ol' multiple exposure trick.

Make a washy film by dilluting black ink.
Shoot three screens... one just a flash exposure (the minimum you can get away with), one a regular exposure, and one a super long exposure.

Print all three screens in registration using analogous colors or three versions of the same color.

Using frosted mylar will help you get a dot.

you can also just paint with regular water based ink with trans base and/or without shooting the screen. you get a more painterly effect.
