I had this problem, and then realized I put the springs on wrong, missing a couple of holes on the side- take a careful look, and you might find this has happened. The the springs are anything like mine, you'd really have to stretch them out for them to lose tension.

All my racks have adjustments for tension independent of the springs. Even with the proper springs your racks will need to be adjust seasonally.

We had to replace a few, but ours are the same as Luther's, takes a little while, but is necessary to have them stay where you want them.
