What kind of ink is it? Short answer is to dehaze the screen.
It's Speedball Fabric Opaque. I haven't tried dehazing yet...
You can soften the stuck in ink with denatured alcohol (a heavy dose) and try blasting it out again. The ink will absorb the initial dose so let it sink in and then reapply. If it works the ink should turn gummy. It it doesn't turn gummy then dehazing is your best bet. If you spend more than an hour working on this then you would have been better served get the screen restretched.
