looks like dyes and discharge.
That's a direct-to-garment print. It works like an ink jet that prints plastisol.
If I was to recreate it on paper, I'd use translucent inks, a high mesh count, a stochastic dot pattern or plenty of noise (grain) in the positive.
yeah, definitely a digital print, you can tell especially with the off color box around the image that would look way slicker if it was just the shirt color.

i think the best way to get that look is to find a package of NOS 'iron-on transfer' sheets from 1996, print on to them with your laser jet printer, lay it face down on the shirt, lay a pillowcase over it, then start ironing. then wait 10 years, and that is EXACTLY how it will look.
