Default Toy-safe (/FDA-approved) water-based ink for weird kids rock-themed toys

Here's an oddball question that never came up until I had a baby.

We're working with a client who makes (really cool) toys for kiddies and on future projects they would like to use an ink that is approved for use on toys. Inkcups up the road from us has their solvent-based Sapphire line that is certified for toys and medical products but I'm wondering if anyone has used a water-based ink that was approved for not poisoning people who enjoy eating anything they can fit into their mouths?

The nastier inks will probably be the safest--the bonders and pigments are still going to be deadly in WB and their adherence is going to be way less strong. Solvent or UV inks can bite into whatever you're printing and won't scratch off, wash off, drool off etc.

    I am probably wrong

But you should just print them with some horrible ink, maybe Nazdar Gloss Vinyl? 7200/Lacquer? I can't find one that's more than .1% lead.
