The one has PIGMENT for mixing which means you can make it as opaque as you need. The other says it's for light colored garment printing which means the ink won't be as opaque if printing on darks.
Why don't you just get the Wilflex series that the mixing is easy, and I think the mixing book is free, but I'm not sure.

Just realized you are the person who asked how to print the halloween design and then didn't reply to anyone's advice.
Just saying you are asking some very basic questions that you should be asking your rep. If you are in need of experience, get a job at a local print shop and learn the ropes.

It should be a requirement that if you ask for advice that you follow up with which way you went and a review of how it went.
