Should be the same either way. The ballasts are going to be made to run 1 or two bulbs, so there wouldn't be a downgrade in power. Only issue with a 2 bulb ballast is when one goes out, they both go out.

that, plus a two-bulb housing wont allow you to vary the distance between the two bulbs...which is important when building the unit. distance between bulbs = distance between bulbs and glass, from what i've always heard.
