When replying to PMs a few of them aren't being sent. They just stay in my outbox.

Thye stay there until the person logs on and picks them up.

Yes. The outbox contains unread messages. If you change your mind about what you said .. you can delete it from your outbox and they will never receive it. Can come in handy at times..
