Can anyone identify this artist?

I am trying to identify what artist made this print. It was created in 1968 and was framed in NY. I think it was also created in NY. It is printed on a press as it has relier like a letterpress would. I am including close ups of the title and signature. It belongs to my father but we do not know the artist. Anyone?
