get your illo or pic in photoshop. Convert to bitmap to blow out all mid tones. Convert back to grayscale. then make your dot pattern in illustrator, paste a giant dot pattern rectangle over your photoshop file like a big sheet of zipatone and the erase/delete the areas of dots you dont want. Save and output to film.
