Ya it should be. You can set the anti-alias level for text. You should be able to do the same to anything vector related in Photoshop.

I never really noticed until I saw your post.

I've been struggling with this for years. My solution... I always go in and nudge them to the absolute pixel.

turn on the grid and set snap to grid might also help make things pixel exact. Or use guides and snap to guide. Also if you hold shift while drawing out a line it will constrain so it remains perfectly straight.
