Anybody use a HP DESIGNJET 650C PLOTTER?

There is someone here locally selling one for $500. Ive been wanting to get a plotter for a while now but know absolutely nothing about them. Right now I am using an Epson 1400 am I better off just waiting to get a newer one or should I jump on this one for $500 assuming it works fine.

Is it truly a plotter or an inkjet machine. A plotter has pens and such that move on an X axis while the substrate moves back and forth on a Y axis.

I have no clue, I was under the assumption that all large format printers were plotters.
