CMYK dots on photoshop

I saw in an image in a magazine of a pair of shoes, and it was really zoomed in. I guess it was CMYK dots, because it looked really grainy and you can see the cyan and yellow etc. how can I produce and image like this on photoshop to screen print?

you need to set your halftone LPI Frequency low. Like, 5-20 lpi

you coulda left it up. i don't care. I actually agree with you, but at the same time it's starting to look cool
