Default Printing press effects on Photoshop?

Can anybody help me with this?
Basically want to get that printed effect that looks so great on posters,
but don't know the best way of going about doing/recreating it digitally.
(I use Photoshop 7 just for reference)
Here's an extreme sample used in the blue background for this poster:

    Cheers!

that "effect" has nothing to do with any printing process.
take a toothbrush, dip it in ink, splatter it on some paper, scan it in
or any one of a thousand other ways to get the desired texture

Find a texture you like (google for sites with them) then bitmap it, select it, delete from your background. That's a quick way.

or just don't wash your screen out as good, leave some emulsion in it and let it dry.

throw milk on your computer monitor, and then put it out in the sun for a couple of weeks. Everything will look "distressed".
