Laserjet halftone help?

I picked up an HP laserjet P1006 recently because it was small and cheap, and now i'm trying to figure out if it can't do normal halftones at all, or if i just need to change a setting somewhere. black and white photos are printing out looking like a 5 level posterized image. halftones are there, but not gradual like they should be. happens if i print from any and all apps. any ideas what i can do to adjust this, or is this some sort of printer setting that i can't get around? i'm not trying to print films, just scrap and reference photos i look at when i draw.

Have you tried different papers and is it same on all of them?

yeah, it's not the paper. here's an even closer look at the guy's arm. we're looking at a blow-up of an approximately 1.25" wide area of the printed paper. i'm even telling photoshop in the output dialog to do 55 lpi at 45 degrees, and it's being ignored in favor of some sort of printer default of a really high line screen that isn't very continuous in tone.
i'm really hoping i'm overlooking something obvious, but in the meantime, this is frustrating.
