drew at psilo design put together a couple pretty sweet coloring books that were given away for free in portland. granted, he included advertising and had other contributors, but he may have a good reference for a cheap printer....

So, 20 1/1 uncoated sigs and a coated 4/4 cover. Making the cover 4/1 would, in my opinion, not take away much and would cut costs. I'll get two quotes. How many of these were you looking to make?

I've got a couple of big jobbers we get stuff printed with all the time -
full color cover(inside of cover printed too or black?) plus 20 2 sided black on white? sounds pretty simple. 1000.
