That guy is hands down one of my favorite artists. I went to see a big exhibit of his work a few years ago at the Hirschhorn and it was, among other things, ridiculously creepy and awesome.

Delaware tags on the car, and the guy behind the camera has a Baltimore/northeast Maryland accent. So, this was probably outside of Wilmington or something - not too many bigass-stripmall type suburban areas on the south side of Delaware except in the Wilmington area. Or, maybe I'm way off.

The Tampa Bay hat threw me off, but "Dragon" probably just bought whatever he saw at Marshall's that was camo.
