not on a poster, used it on art prints and commercial jobs and diplomas.....but it isn't hard if you have money.
traditional way is an emboss with heat. there are little card size embossers, and the bigger ones are attached to a die cutter or letterpress style press. The bigger, the more expensive. this requires a male and female metal slug to be made if you want it raised. Otherwise just a male slug, to press it into the paper, but that's not a real raised emboss, more an imprint
you might investigate a t-shirt printer with a foil head on an auto. in this case, i think they print an adhesive, then the foil goes down, then you peel away the excess. But this isn't raised.
or - if your printer runs UV, you could try some of our special effects ink, in this case metallic mixed with a clear 3-D gel - the result looks like a raised emboss, but is achieved with a simple screen/stencil.

Yes we do it all the time. Works fine
