i'm not sure a single artist listed actually works in pen and ink. pen and ink means dipping a pen in an inkwell.
(not trying to discount the awesome talents listed ... but they're not all working in pen and ink ... it's a different medium than using any other sort of pen. and yes, i'm a nerd)

that said, berni wrightson and jeff jones are the greatest living pen and ink artists i can think of.
while other artists can render detail after detail, the composition gets lost. wrightson's 70s frankenstein illustrations (which owe a lot to franklin booth) were insanely detailed, yet there is no question where the eye should go.
jeff jones, on the other hand, is a master of leaving out unnecessary detail, and laying down elegant, informing, lines of black.

Joseph Mugnaini is dead I think but his work is fantastic. Check it out if you're unfamiliar.

i don't think pen and ink technique necessarily requires dipping a pen in an inkwell. working with something like a rapidograph or a ball point or many other pens are all still pen and ink, they just put the inkwell inside the pen. it still involves a pen, and ink.

bernie wrightson should be on the very top or very close to the top of the list.
