That was the whole crux of why Lucius Fox
quit. Because he couldn't agree with Batman accessing everyone in Gotham's phones for surveillance of the Joker. It has that whole rejection of "security at any price" that the NSA and the Phone Companies colluding to wiretap and listen in on everyone's phones because of the War on Terror.
It's brilliant, really.
