if you dont want a mat- order it 13x28 (make sure that is the exact size)

They cut the frames the slightest bit larger to ensure a fit.

If you do want a matt- tell them your artwork is 12.5 x 27.5, or 12.75x27.75 ....whatever they suggest subtracting from your dimensions, and then the mat will overlap it slightly so its not just floating in your frame. If you dont tell them your art is smaller than it really is, the mat opening will be the exact size of your artwork.
