I don't think it's an actual filter tho...it looks similar to some but it looks illustrated to me.
The skin grafting or whatever sort of captures old Dylan while still showing young Dylan...it's an odd mix of both but I like it. I think some thought went into the style here...

Cue everyone jumping up my ass but: I don't like this, taking an iconic image(super easy) and not doing anything remotely creative or interesting with it(a couple random filters?), is the opposite of a good poster to me.
